On December 3, 2009, by Decree of the Government of the Russian Federation No. 985, the Federal Target Program (FTP) was approved, which determined the stages and timing of the country’s transition to digital technologies in television broadcasting.
The goals of the Federal Target Program
development of the information space of the Russian Federation;
providing the population of the Russian Federation with multichannel broadcasting with guaranteed provision of all-Russian compulsory public TV channels and radio channels of a given quality;
improving the efficiency of television and radio broadcasting
modernization of the infrastructure of state television broadcasting networks;
transfer of state television and radio broadcasting networks to digital technologies;
ensuring the needs of the distribution of TV and radio channels with a satellite resource;
providing the population of the Russian Federation with regional digital terrestrial television and radio broadcasting.
The most important target indicators and indicators of the FTP
share of the population of the Russian Federation with the ability to receive all-Russian compulsory public television and radio channels: 100 percent;
share of the population of the Russian Federation with the ability to receive 20 digital TV channels of free access in places of permanent residence: 98.1 percent;
the share of the population of the Russian Federation having the ability to receive digital terrestrial all compulsory public television and radio channels and covered by television and radio notification of emergency situations in places of permanent residence: 98.4 percent;
number of constituent entities of the Russian Federation covered by digital broadcasting.
